Bukit Panjang New Launch: What to Prepare Before Solano Grand EC Opens
If you are looking for a Bukit Panjang new launch, Solano Grand at Senja Close is the one to watch. CDL's Executive Condominium is the first new EC in Bukit Panjang in about 15 years, since Blossom Residences launched in 2011. CDL has not opened sales yet. This guide sets out what is already fixed for the site, what is still unknown, and what your household can prepare before the showflat opens.

| Completion period | 60 months from acceptance of the tender, set by HDB |

Which EC rules apply
The tender dates decide two rules. The Senja Close tender closed on 5 August 2025, before 24 August 2026, so Solano Grand stays on the S$16,000 monthly household income ceiling; the higher S$18,000 ceiling applies only to EC sites whose tenders close on or after that date. It also closed before 8 May 2026, so the 5-year Minimum Occupation Period applies rather than the 10-year MOP for later sites. Our note on the Senja Close dates and the income ceiling walks through them.
What CDL has not announced
Prices, the unit mix, floor plans, the showflat location and the launch date have not been announced. CDL has pointed to completion in 2030, subject to approvals. Anyone quoting a launch psf today is guessing, and the S$771 psf ppr figure is the land cost, not a home price. Contact us for the latest, and check the price page and floor plans page as CDL releases them.
What to prepare now
- Confirm eligibility. Check citizenship, family nucleus, property ownership and income for everyone who will be on the application against HDB's EC rules. Average household income above S$16,000 a month rules the household out, however the purchase is financed.
- Work out your loan limit. An EC bought from the developer is financed with a bank loan, not an HDB loan. The Mortgage Servicing Ratio caps repayments at 30% of gross monthly income, and the Total Debt Servicing Ratio counts your other debts as well. You can test both without a price list on our calculators.
- Plan your cash and CPF. Set aside the down payment, stamp duty and legal fees. If you are selling an HDB flat, remember that its sale proceeds and CPF refund arrive only when that sale completes.
- Check for a resale levy. If anyone in the household has bought a subsidised flat or EC before, a resale levy may be payable when you book. HDB sets the amount.
- Register your interest. Registering on our showflat page gets you the preview date and price list as soon as CDL issues them. It does not reserve a unit.
