Can your household buy Solano Grand? EC eligibility at Senja Close
Start here, because nothing else on this page matters if your household does not qualify. An Executive Condominium is sold under HDB rules as well as developer rules. You need an eligible household with a Singapore Citizen applicant and at least one other Citizen or Permanent Resident, your household has to sit within the income ceiling, and the property ownership rules apply to everyone who will be on the application. HDB sets these out on its Executive Condominium eligibility page, and that page is the one that counts if anything here ever differs.
The income ceiling is the first number to check. HDB applies S$18,000 to EC sites whose tenders close on or after 24 August 2026. The Senja Close tender closed on 5 August 2025 and the site was awarded on 26 August 2025. That is before the cutoff, so for Solano Grand the ceiling is S$16,000 a month in gross household income. Anyone quoting S$18,000 for Solano Grand is describing a later tender, not this one.
Two more things trip people up. First, eligibility is checked on the household that will actually buy, so a parent, spouse or fiancé who joins the application brings their income and their property history with them. Second, if a core member has taken a housing subsidy before, HDB treats them as a second-timer and a resale levy applies. Registering your interest with me does not test any of this. It only puts you on the list for news. Before CDL opens sales, sit down with your income records and your housing history, and read the HDB page line by line.
If you want a second pair of eyes, send an enquiry through the contact page and I will go through the rules with you directly. For how this fits with the money side, the next two sections cover financing and CPF.
Solano Grand loan limits: MSR, TDSR and a bank loan instead of an HDB loan
CDL has not announced a Solano Grand price, so nobody can tell you today what the monthly instalment will be. What you can do now is work out the ceiling on what you are able to borrow, and that ceiling does not depend on the price list. Two limits shape it. The first is the Mortgage Servicing Ratio. For an Executive Condominium, the 30% MSR cap means your monthly mortgage repayment cannot be more than 30% of your gross monthly income. The second is the Total Debt Servicing Ratio, which counts all your monthly debt commitments together.
Both limits apply at once, so a car loan or other debt can shrink what the bank will lend even when the mortgage alone fits within the 30% cap. That is why I ask every household to bring their full list of commitments before we talk about a unit type. A home with five bedrooms may sit outside the MSR cap for a household that comfortably affords one with three, so check the cap before you choose a layout.
On loan type, an EC bought from the developer is financed by a bank loan, not an HDB concessionary loan. The loan-to-value limit is up to 75%, which leaves the remaining share to be covered by cash and CPF. Banks will assess you on their own rates and terms, so an in-principle view from your bank is worth getting before launch day.
The financing page walks through the order I recommend: confirm eligibility, get your bank view, then set your budget. The calculators let you test repayments with your own numbers. Treat every figure you enter as your own assumption until CDL releases a price list, and come back to update it then.
CPF and grants for Solano Grand: the Family Grant, not the EHG
The two grants are easy to confuse. A new Executive Condominium bought from the developer is eligible for the CPF Housing Grant, also called the Family Grant, and the amount is tiered by household income. The Enhanced CPF Housing Grant, or EHG, is the one an EC buyer cannot get. The two names sound close. Anyone who says Solano Grand buyers get no grant at all because EHG excludes ECs has mixed the grants up.
Whether you receive the Family Grant, and how much, depends on your own household income and your circumstances. Do not assume the top amount. I would plan the purchase so that it works without any grant first, then treat the grant as extra help. HDB publishes the current tables, and amounts can change, so check them close to the time you book.
Your CPF Ordinary Account savings can go towards the down payment and instalments, subject to the usual limits on how much of your CPF you may use. If you are selling an HDB flat to buy Solano Grand, timing matters. Sale proceeds and the CPF refund arrive on the completion of your sale, not when you book, and during an EC under construction you need cash and CPF available at each stage.
My suggestion is to list three numbers before launch: the cash you can pay without touching your emergency fund, the CPF you can use, and the proceeds you expect from any property you will sell. The payment scheme page shows how these meet the construction stages.
Solano Grand payment scheme: what you pay at booking and during construction
Solano Grand has not opened for sale, and CDL has not issued a payment schedule, so I cannot give you the milestones yet. What I can explain is how an Executive Condominium that is still being built is normally paid for, so that you are not surprised on the day.
A new EC from the developer is paid in stages. You pay when you book, then the balance of the down payment, and after that your payments follow the stages of construction, with each stage paid from cash, CPF or your bank loan. This matters because the booking payment and the down payment fall due while your own flat may not yet be sold.
Two budgeting rules for a household replacing an HDB flat. First, work out the payment you can meet at each stage with your sale proceeds still pending. Second, keep cash back for stamp duty, legal fees and any resale levy. A levy, if it applies, is a single cost you need ready.
When CDL issues the schedule, I will send it to everyone who has enquired. You can also see how the stages interact with your numbers on the payment scheme page, and the price page will show the price status.
After you move in: the Solano Grand MOP and the road to privatisation
The dates that matter most to your household come after TOP. An Executive Condominium has a Minimum Occupation Period, or MOP, of five years. During those five years you generally cannot sell the unit, and you cannot rent out the whole unit. You are meant to live in it.
After the MOP, the EC can be sold, but at first only to Singapore Citizens and Permanent Residents. Ten years after completion, the EC fully privatises. From that point it can be sold on the open market like any private condominium, including to foreigners. For a family that plans to stay through the primary and secondary school years anyway, this matches the natural holding period. For a household whose circumstances could change within five years, the occupation rule deserves thought. The article on EC vs resale condo for Solano Grand covers the wider choice between an EC and a private resale.
The land dates decide which MOP applies. HDB’s revised EC guidance has a cutoff of 8 May 2026 for land tenders. The Senja Close tender closed on 5 August 2025, before that cutoff, so Solano Grand keeps the MOP of five years. Confirm the final terms with HDB and in CDL’s sale documents before you commit. Do not rely on a summary from me or from a portal.
CDL’s annual report points to completion in 2030, subject to approvals. If that holds, your MOP of five years would run into the 2030s, and full privatisation at year 10 comes later again. Put those dates in your own diary as estimates and adjust them when CDL confirms the TOP.
Booking a Solano Grand unit: the order of events and what to gather
No booking date has been set, and CDL has not announced a showflat venue or preview. Market sites now talk about a preview in the first quarter of 2027, but that is a market estimate and CDL has not confirmed it. Registering interest does not reserve a unit or give you priority. It means I can tell you quickly when something changes.
When sales open, CDL will set the steps: how you apply, how units are allocated and when you choose and book a unit. It has not described any of these for Solano Grand. What does not change is that HDB’s eligibility rules apply to everyone on your application, whatever method CDL uses.
HDB notes that the developer guides you on submitting income documents when you book, so ask me for CDL’s list once it is issued. Until then, gather the records that show the income of everyone you plan to list and the history of any property your household owns or has sold. Write your budget range down, so you can decide quickly if your preferred unit is released.
Do not book on the day without having checked that the unit type matches your MSR cap. Availability will show on the balance units page as soon as there is anything to show, and the registration page explains what registering does and does not do.
The Senja Close land: what the tender tells a Solano Grand buyer
The site is one of the few parts of Solano Grand that is already public record. HDB’s tender records show a 10,159.2 sq m site at Senja Close, on a 99-year lease, with a maximum gross floor area of 30,478 sq m. HDB estimated the land could yield 295 homes. The tender closed on 5 August 2025. CDL won with a top bid of about S$252.9 million, which works out to roughly S$771 per square foot per plot ratio.
The S$771 figure is what CDL paid for the land, spread across the floor area it is allowed to build. It is not a price to you, and it is not a launch psf. A developer then adds construction cost, financing cost, margin and the cost of approvals. I would be wary of anyone quoting a launch price by adding a simple percentage to the land rate.
The tender is also a clue to scale. The site is a single plot in a mature town, and CDL’s proposal at the tender described two residential towers of 26 and 27 storeys. CDL’s March 2026 operational update describes about 302 homes, a little above HDB’s 295 estimate. The final count depends on approvals, so use 302 only to plan your questions, and do not quote it.
The Senja Close site is the first new EC site in Bukit Panjang in about 15 years, since Blossom Residences launched in 2011. For the full land story, including how this bid compares to the last EC plot in the estate, read the article on the CDL Senja Close tender story, or the project details page.
Getting around from Solano Grand: LRT, the Downtown Line and the Bukit Panjang hub
Senja Close is on the Bukit Panjang LRT loop. Jelapang LRT is the closest station, about 300 m in a straight line from the site, and Senja LRT is about 650 m away. The Bukit Panjang LRT runs eight kilometres, connecting residential areas in Bukit Panjang and Choa Chu Kang to the North-South and Downtown Lines. The line is undergoing a renewal programme, so read the latest service notices when you plan a daily commute. The location page shows the map, and the article on Bukit Panjang connectivity has a household checklist you can print.
The LRT feeds into the Bukit Panjang interchange, where the Downtown Line, the LRT and the bus interchange meet in an integrated transport hub with Hillion Mall attached. The Downtown Line gives a direct rail route towards Bukit Timah and the city centre, and Bukit Panjang station is the line’s northwestern end today. That helps if you work in the city or in the Bukit Timah corridor. It helps less if your office is in the east, so test your actual route.
I do not give walking times from Senja Close to the stations, because CDL has not confirmed the project’s gates or covered walkways. The site plan will decide whether your walk to Jelapang LRT is short or a little longer. The same is true of a drive. Expressways and park connectors are near the town, but exits and entrances only count once the final access is known.
Pick two weekday journeys that matter, such as your commute and your children’s school trip, and time them using official maps from the Senja Close area at the hour you would actually travel. Add a late evening trip and a weekend trip. Then compare what feeder buses and the LRT give you.
Schools near Solano Grand and how Primary One distance works
Schools shape a family’s shortlist. Bukit Panjang has a cluster of primary schools close together, including Greenridge Primary, listed at roughly 900 m on our location page, West View Primary within the estate, Zhenghua Primary and West Spring Primary. For secondary school, the town has Greenridge Secondary and Zhenghua Secondary. Several of these are inside the estate, which matters when one school is oversubscribed and another nearby school still has room. The article on Bukit Panjang schools and family living covers the schools in more detail.
Living near a school does not guarantee a place. When a school has more applicants than vacancies, MOE ranks applicants by citizenship first and then by the distance between the child’s registered home address and the school. Singapore Citizens come ahead of Permanent Residents in every distance band, and the bands are within 1 km, between 1 and 2 km, and beyond 2 km. Distance matters most in the open phase of registration, Phase 2C, for children with no prior link to the school.
The catch for a buyer is that distance is measured from a registered address that does not exist yet. CDL has not published the project’s postal address, so no one can yet promise which MOE distance band your own unit will fall into. Once the address is out, use MOE’s school finder and distance tool for the exact figure before you rely on it.
A place awarded by distance comes with a condition: you generally need to stay at the registration address for at least 30 months from the start of the P1 Registration Exercise. If you plan to buy now and register later, count backwards from the date you expect to move in, not the booking date. Completion is estimated for 2030, so many families will be looking at the P1 years well after launch.
Everyday life around Senja Close: malls, healthcare and parks
You will shop and walk dogs around the condo, so look at the area as well as the unit. Around Senja Close, the anchor is Hillion Mall, built into the Bukit Panjang Integrated Transport Hub. Bukit Panjang Plaza sits near the MRT station, Junction 10 is a short drive away, and Greenridge Shopping Centre sits with the Bukit Panjang Hawker Centre in the neighbourhood. The location page lists the amenities, and the insights section has the area guides.
Bukit Panjang has a green side too. Bukit Panjang Park and Zhenghua Park are within the estate, and the Bukit Timah and Dairy Farm Nature Reserves and Chestnut Nature Park are within reach. For a family with small children, that is a playground run after school and a longer trail on Saturday.
I would not use the facilities list on the site plan page as a reason to choose Solano Grand. CDL has not confirmed the final facilities or where they sit. What you can judge today is the neighbourhood that the building would sit in, because it is already built and open. Visit it on a weekday evening and on a Sunday morning. Walk from Senja LRT towards the site, then to Hillion Mall. See how crowded the LRT is at rush hour.
When the project’s entrance is confirmed, repeat the walk from the real gate. Until then, the nearby amenities are a good reason to shortlist the area. They promise nothing about any particular stack.
CDL as your developer: what its track record tells you and what it does not
Solano Grand is developed by City Developments Limited. CDL is among Singapore’s largest listed developers. That gives a buyer some comfort about delivery. It does not tell you what the finishes, layouts or price will be at this site, because those are set in CDL’s own sale documents, which have not been released.
Copen Grand at Tengah launched in 2022, completed in April 2025 and sold out. Piermont Grand at Sumang Walk in Punggol has completed and is fully sold. Lumina Grand at Bukit Batok West Avenue 5 is the nearest EC comparison for Bukit Panjang, and CDL won that tender in 2022. CDL also has a history in this very estate: the last EC plot at Segar Road, sold in 2010 for S$182 million, went to a CDL subsidiary.
Use it to judge whether the developer can finish a project of this size, then treat the product itself as a separate question. Ask for the specifications when they are issued. Look at the flooring, the kitchen appliances, the window type and what is included in the sale.
Ask me for the brochure, floor plans and price list that CDL issues. I will send them the day CDL makes them available. The developer page covers the company, and the e-brochure page tells you whether a brochure is out yet.
Solano Grand timeline: preview, launch and completion, with the unknowns stated
Fixed: the tender closed on 5 August 2025, CDL was awarded the site on 26 August 2025, and the 99-year lease and the S$16,000 income ceiling that comes with that award date apply. CDL’s March 2026 operational update describes about 302 homes, and its annual report points to completion in 2030, subject to approvals.
Not fixed: the showflat venue, the preview date, the sales launch date, the price list, the unit mix, the floor plans and the confirmed TOP. CDL has not announced any of these. Market sites say a preview may come in the first quarter of 2027. Earlier listings said the end of 2026. Because the estimate has moved, I would not plan a house move around one.
If you are renting or selling a flat, avoid committing to a date that depends on a launch you cannot see. Give yourself a buffer. If you are timing the sale of your current home, remember the sale proceeds arrive on completion of that sale, and your payments to CDL follow construction, not the calendar. If you have children approaching P1 age, count from the estimated 2030 completion and not from launch day.
I keep the latest updates page current with dated entries when CDL or HDB publishes something that affects a Senja Close buyer. Entries are added only when there is real news. To be told the moment something changes, use the contact page, or read the showflat page for the status of previews.
Comparing Solano Grand with other District 23 options
You should compare before you commit, and the sensible comparison follows the decisions you face. The closest EC comparison is CDL’s own Lumina Grand at Bukit Batok West Avenue 5. Solano Grand is the first new EC within Bukit Panjang in about 15 years. The recent private launches in District 23 are in other parts of the district, including Hillview and Dairy Farm, and they have different eligibility.
If your household qualifies for an EC, you are choosing between a new EC and a resale private condo. The new EC can come with grants tiered by income for eligible buyers and requires the MOP of five years. The resale condo has no income ceiling and no MOP, and you can move in sooner, but you pay market price with no grant.
When you compare, put the same questions to each option. What is the total cost of entry including stamp duty and any levy? How long before you can live there? What is the walk to the station on your own route? What does the lease have left? Does the school catchment work for your children? Write the answers in one table.
I will not hand you a price comparison for Solano Grand until CDL has a price. Use the Bukit Panjang new launch comparison for the wider picture, and the floor plans page to see what is issued.
